CONSTITUTION:By means of a power source and a control part 14, in a cell 2A, the specific resistance of the electrically conductive film 4 of hydrogen ion is measured, the humidity of the space 12A in the container is detected, and from the output voltage of a battery which is formed by a fixed activity layer 6 joined to an electrode 5c, the electrically conductive film 4 of hydrogen ion, and oxygen adsorbed on the electrode 5d, the oxygen concentration of the space 12A in the container is detected. Also, similarly to the cell 2B as well, the humidity and the oxygen concentration are detected. Then, in accordance with the detected values, a DC current is supplied to the cell 2A and the cell 2B, the amount of reaction of water and the oxygen is controlled on the electrodes 5b and 9b, and the humidity and the oxygen concentration of the space 12A in the container are controlled.
