Summary:PURPOSE:To provide a three-layered cosmetic exhibiting a transparent appearance when shaken, having good emulsion-dispersibility in water, and separated into transparent three layers consisting of an oily layer, a surfactant layer and a wetting layer rapidly when allowed to stand, thereby preventing the deterioration of the cosmetic caused by the contact of the oily layer component with the aqueous layer component. CONSTITUTION:A three-layered base material contains one kind or more of surfactants of the formula (RCOO is a residue produced by removing H from the COOH of a 6-22C fatty acid; x+y+z=1 to 10 which is the average addition mole number of ethylene oxide). The three-layered base material is useful as a base material for drugs, aromatic agents, insect-repellents, writing materials, fiber-oiling agents, metal-oiling agents, foods, coating materials, inks, agricultural chemicals, etc. A three-layered base material composition comprises especially 5-70wt.% of the surfactant, 10-85wt.% of a liquid oil, 5-70wt.% of a wetting agent selected from mono-polyglycerol, propylene glycol, sorbitol, 1,3-butylene glycol, polyethylene glycol 200-600 and isopropylene glycol, and 2-6wt.% of water. The composition has the above-mentioned activities.
