Summary:PURPOSE:To provide the title composition capable of realizing the healthy hair with dampness and gloss and the dampish, smooth skin through application of both aqueous and oily components containing a quaternary ammonium derivative of protein hydrolyzate. CONSTITUTION:A hydrolyzate of a protein selected from vegetable seeds, milk, protein in avian eggs, keratin, collagen and elastin is put to quaternary ammonium modification with a 3-chloro-2hydroxypropyl quaternary ammonium salt of formula I (R1, R2, R3 are each methyl or 10-14C alkyl, at least one of them being 104C alkyl; X is residue formed by removing H from an acid) or a glycidyl quaternary ammonium salt of formula III into a compound of formula III(Y is residue formed by one H atom from the NH2 of said hydrolyzate) or formula IV. A hair or skin cosmetic is then formulated with 0.1-10wt.% of this compound.
