Summary:PURPOSE:To suppress increase in code quantity in the case of hierarchical processing of coding information by collecting effective coefficients for inter- frame prediction to an MSP. CONSTITUTION:A k-th frame of an input video signal is orthogonal-transformed by an orthogonal transformation section 301 and the result is outputted as an orthogonal transformation coefficient Ck. The coefficient Ck is processed into a quantity index by processing. Either of quantity indexes is selected by an inter-frame / in-frame discrimination section 305 as coding information Ek. The received packet is combined into original information by a packet reception section 401 and variable length decoded at a variable length decoding section 402 and inverse-quantized by an inverse quantity section 403, the inverse quantity output is added to a coefficient of a preceding frame stored in a coefficient memory 406 at an adder 404 and the sum is outputted as an orthogonal transformation coefficient. A correct orthogonal transformation coefficient is outputted from the adder 404. The orthogonal transformation coefficient is subject to inverse orthogonal transformation by an inverse orthogonal transformation section 407 and the result is outputted as a video signal.
