Summary:PURPOSE:To prevent the abolishment of unnecessary cells by preventing the restriction of the cells when the number of the cells from a subscriber exceeds a reported band owing to fluctuation. CONSTITUTION:When a restriction signal holding means 15 is in a state where it generates a restriction signal 151 and when a second output 122 (value of cell counting means < value of threshold setting means) is generated by a comparison operation in a comparison means 12, a rear protection means 14 is driven. When '1' is added to an incorporated counting means 141 and the second output 122 is continuously generated for respective measurement cycles from the comparison means 12, the counting means 141 incorporated in the rear protection means 14 counts up. When a discrete value reaches a number which is previously set in corresponding with the time of rear protection, a non-restriction output 140 is generated and supplied to the restriction signal holding means 15 and a non-restriction state is held. Consequently, the restriction operation in a circuit which restricts the passage of the cells till then is stopped and the passage of the cells is permitted. Thus, the abolishment of the unnecessary cells can be prevented.
