Summary:PURPOSE:To make it possible to detect the approach of an obstacle to a power trans mission line automatically by obtaining the three-dimensional positions with two image sensing means and a moving image processing means, and sounding an alarm when the positions enter into a preset danger zone. CONSTITUTION:Video cameras 1a and 1b are arranged at approximately the same height as the lowest sagging points of power transmission lines (a) and (b), respectively. The cameras 1a and 1b and a moving image processing device 2 are connected through optical fiber cables. Optoelectronic transducers are accommodated in the cameras 1a and 1b and the device 2. When the images picked up with the cameras 1a and 1b are supplied to the device 2, the two-dimensional positions (x and y) of the images are outputted as the data of the plane. The plane data outputted from the device 2 are supplied into an operating part 3. Three-dimensional projection conversion is performed, and the three-dimensional positions of an obstacle are computed. In the operating part 3, whether the obtained three-dimensional positions of the obstacle are in the risk region around the power transmission lines (a) and (b) specified with an input part 5 beforehand or not is judged. When it is judged that the obstacle is in the danger zone, an alarm is generated from an alarm device 4.
