PURPOSE:To automatically generate the parts loading program for executing to load parts in the shortest time by distributing substrate data by considering the kind of a machine and the loading capacity of each parts loading device at the time of an input data work. CONSTITUTION:The device is provided with a means 1 for inputting a coordinate for showing a parts loading position on a substrate and substrate data of the classification of parts corresponding to the coordinate, a substrate data part 2 for storing the substrate data, a device data part 5 for storing loading capacity data of each parts loading device, a process data part 3 for storing process data, and a process selecting means 4. Also, this device is provided with a device selecting means 6 for selecting device data, a substrate data distributing means 8 for distributing the substrate data so that a difference of the parts loading time in each parts loading device becomes the minimum, and a means 9 for generating a loading program at every parts loading device, based on a result of distribution. In such a way, the loading program for executing to load parts in the shortest time can be generated automatically at the time of a simple input data work.
