Summary:PURPOSE:To detect the mean level of a noise by eliminating influence due to voice by dividing a level range in which the noise is anticipated to distribute into plural fine level ranges, and detecting a mean noise level based on the number of generation signals of each fine level range. CONSTITUTION:An input signal of prescribed period is averaged with an averaging processing means 1, and a level distribution range in which the noise is anticipated to distribute is divided into the plural fine level ranges with a level range classifying means 2, and it is decided to which fine level range the input signal from the averaging processing means 1 is equivalent. And the number of generation is counted by a counter 3 corresponding to a decided fine level range, and a level represented by the fine level range which becomes the maximum out of count values corresponding to the fine level ranges is selected with a level selecting means 4, then, it is set as the mean noise level. Thereby, it is possible to detect the mean noise level with high accuracy scarcely receiving the influence of the voice.
