Summary:PURPOSE:To always obtain a constant modulation signal independently of individual difference by making the modulation of a modulation circuit proper with a signal resulting from an averaged voice signal to obtain the constant modulation signal independently of the amplitude of the input voice signal. CONSTITUTION:The telephone set consists of a voice input circuit 11 inputting a voice such as a microphone of a mobile station or a trunk line circuit of a base station, a voice signal amplifier circuit 12, an averaging circuit 13 averaging a level of a voice signal, a modulation variable circuit 14 controlling the modulation of the modulation circuit 16, a discrimination circuit 15 and a transmission circuit 17. When the voice is inputted to the voice input circuit 11, the voice signal is amplified by the voice signal amplifier circuit 12 and averaged by the averaging circuit 13. The discrimination circuit 15 controls the modulation variable circuit 14 so that the modulation circuit 16 modulates the signal with proper modulation depending on the level of the voice signal averaged by the averaging circuit 13 and then a constant modulation signal is always obtained independently of individual difference.
