Summary:PURPOSE:To reduce the large picture quality deterioration on a picture caused due to a transmission error such as missing of packet by sending an input picture signal on at least 1st and 2nd lines without application of DPCM coding. CONSTITUTION:When an input signal is a signal on 1st or 2nd line or a 1st picture element of each line, a control signal is given to switches 205, 208, which are turned to the position of input terminals R1, R2 respectively. Thus, not a decoded value but an input signal from a terminal 201 is inputted as it is to a two-dimension prediction device 206 and an input signal from a terminal 209 is outputted as it is. Since not only a 1st line but also a 2nd line gives a true value, so long as no missing of packet takes place in both the 1st and 2nd lines, the known correction method is available and a large picture quality deterioration caused on the picture is minimized.
