Summary:PURPOSE:To obtain the title composition containing 1-hydroxy-2-pyrrolidone based compound, anionic surfactant, Quaternary nitrogen-containing cationic compound and slightly water-soluble oil content and having excellent itch preventing effect and simultaneously having good blending stability at low temperature. CONSTITUTION:The aimed composition containing (A) a compound expressed by the formula (R1 is alkyl, alkenyl, cycloalkyl, aryl, aralkyl, etc.; R2 is H, alkyl, halogen, phenyl, etc.; X is organic base, alkali metal ion, etc.), (B) anionic surfactant, e.g. paraffin sulfonate expressed by the formula PS-M1 [PS is acid residue of 10-18C alkylsulfonate; M1 is alkali (earth) metal ion], (C) cationic compound containing Quaternary nitrogen, e.g. quaternary ammonium salt type cationic surfactant and (D) slightly water-insoluble oil content, e.g. polyoxyalkylene hardened castor oil or silicone oil at ratios of the ingredient A of 0.01-2wt.%, the ingredient B of 5-30wt.%, the ingredient C of 0.1-2wt.% and the ingredient D of 0.01-10wt.%.
