Summary:PURPOSE:To facilitate the rotation processing of document data by providing a range setting means which sets the rotation range of a picture, a rotation angle designating means, and a picture rotating means. CONSTITUTION:An image scanner is the picture processing device which has the editing function to rotate a picture read from a hard disk device, and the picture is read by a reading means 3, and the read picture is displayed on a display means 2, and the rotation range of the displayed picture is set by a range setting means 6, and the rotation angle of the picture in the set range is designated by a rotation angle designating means 6, and the picture in the set range is rotted by the designated angle by a picture rotating means 1. Thus, the rotation angle is designated in accordance with position information of at least three points to easily perform the rotation processing of document data.
