Summary:PURPOSE:To prevent the action of strong influential external force on a mooring mechanism, etc., without requiring power to turn a floating body by putting the floating body in a turning movement by means of influential external forces, and controlling buoyancy by a control device when required to softland the bottom of the floating body on the water bottom. CONSTITUTION:When wind, wave, flow, etc., of normal intensity act on a large size floating body 10, the floating body is turned centered at a mooring body 4 so that the large size floating body is kept in suspension and resistance to a resultant force of wind force, wave power, force of water flow acting on the floating body, namely an influential external force is minimized, and the floating body is then stopped at a position where the resistance is reduced to a minimum. Further, when the influential external force acting on the large size floating body 10 by storm, etc., is strong, a buoyancy control device is operated to supply water to a sealed chamber 11B of a buoyancy adding body 11 using a control means, etc., and to open an opening/closing valve provided to the sealed chamber 11B to introduce water to the sealed chamber 11B, and to reduce buoyancy of the buoyancy adding body 11 to softland the bottom face 11a of the buoyancy adding body 11 on the upper face of a basement 3 or the upper face of a ridge 2 of the water bottom 1.
