Summary:PURPOSE:To regulate message transmission in response to a reply time by measuring a time till a reply of a message requiring the reply is returned and controlling the interruption and restart of the message transmission depending whether the number of the permissible value is an upper limit or over or a lower limit or below. CONSTITUTION:A reply message with respect to a message requiring the reply from a message transmission processing section 12 is monitored by a reply time monitor section 14 of an electronic exchange via a message reception processing section 13. Then the time till the reply is returned is measured and number of production of the reply time over the permissible value or over is counted. When the result of count reaches an upper limit or over, the message transmission is interrupted and when the result reaches a low limit or below, the communication is restarted and a message reply monitor is obtained whose message transmission is regulated in response to the reply time.
