Summary:PURPOSE:To output a maximum cell accumulated quantity in a measurement period by reading the numeric value of maximum accumulation quantity registers in respective speech path equipments at every measurement period. CONSTITUTION:An addition means 15 adds the counted value of a cell accumulation quantity counting means 13 with the value of the cell accumulation quantity counting means 13 corresponding to the other respective input highways at every cell frame period, and the output is compared with the content of a maximum accumulation quantity holding means 17 in a comparison means 16. When the output showing that the output of the addition means 15 is larger is generated from the comparison means 16, the output of the addition means 15 is written in the maximum accumulation quantity holding means 17. A value held by the maximum accumulation quantity holding means 17 is supplied to a speech path load controller when a gate means 18 is driven. Thus, the maximum cell accumulation quantity in the observation period can be outputted.
