Summary:PURPOSE:To enable a thermal radiation mount to be controlled and to reduce a running cost and an initial cost by a method wherein an air passage is arranged between a thermal accumulative member and an upper floor finishing material and air within the passage is freely circulated and accumulated in it. CONSTITUTION:A thermal accumulative member 5 is arranged on a heating source 6, an air passage and an air blower 4 for circulating air within the air passage are arranged between the thermal accumulative member 5 and a floor finishing member 1, and further a thermal insulating layer 7 is arranged below a heater. The air passage 2 is divided into two upper and lower layers by a partition plate 3, for example. Both ends of the partition plate are cut to enable air to be circulated within the upper and lower air passages 2. As the air blower 4, an axial flow fan to be arranged within the narrow air passages 2 is preferable. As its using method, the air blower 4 is stopped during a non-heating period to cause the air within the air passages 2 to be kept still to act as a thermal insulating layer. During a heating period, the air blower 4 is operated to increase a thermal transmitting ratio of the air layer within the air passages 2 and then a thermal radiation into a room is promoted.
