PURPOSE:To secure data and to immediately return it as response data by developing response request data, which must be responded to, and editing data, which should be responded with, on a memory and collectively writing them on an external storage device or returning them to a terminal as response data. CONSTITUTION:When response request data is received, this data is inputted to a response data processing part to generate response data and a storage processing part for storage processing to an external storage device 3 after being temporarily stored in a memory 2 by a processing device 1. The storage processing part operated asynchronously with the response data processing part collectively writes data, which is not written in the external storage device 2 yet, out of response request data temporarily stored in the memory 2 to the external storage device 3. A transmission processing part collectively writes response data subjected to editing processing to the external storage device 3 at intervals of a certain time, and these data are collectively transmitted to a terminal 4 of the response request source. Thus, the reception processing of response request data which must be responded to is immediately performed.
