PURPOSE:To enable a governor to follow up a load miter and to improve operability by a method wherein regulation is practicable by means of an electric signal for a control oil pressure flowing from a load limiter oil cylinder to a governor oil cylinder. CONSTITUTION:A change-over switch 3 to select rise follow-up and lowering follow-up is mounted to a circuit having a governor control switch 2 to control a governor motor 1 to an upper or a lower limit. During rise follow-up operation of a governor, the opening of the governor is increased to a given value by actuating a governor in the direction of an upper limit only for a set time set by an OFF delay timer 6. After change-over to load limiter operation after the rise of the opening, with a governor operation electric signal 4 brought into an OFF-state, the governor is stopped, and thereafter, repetition of this motion causes the governor to perform staged rise follow-up. Meanwhile, during lowering follow-up of the governor, the governor is stopped only for a set time set by an on-delay timer 8 to cause the governor to perform staged lowering follow-up.
