Summary:PURPOSE:To obtain a stable picture quality in either monochromic mode or multicolor mode by providing an image forming condition setting means which sets image forming conditions different in the monochromic mode and the multicolor mode to first and second latent image forming means and/or first and second developing means. CONSTITUTION:When a mode switching means 32 is set to either of the monochromic mode, an electrifier 12 uniformly electrifies a latent image carrier 10 in response to latent image formation and according to instructions from the image forming condition setting means 34. Simultaneously, the first or second latent image forming means 14 or 18 forms a latent image. Then, the first or second developing means 16 or 20 applies a prescribed developing bias voltage to the latent image carrier 10, and the developing roll speed is controlled by the second developing means 20 if necessary to form a monochromic toner image, after which a transfer processing means 24 transfers the image onto a recording sheet. Consequently, picture quality most suitable for each mode can be obtained in both the multicolor mode and the monochromic mode.
