Summary:PURPOSE:To easily perform order communication between a land side and a sea side or between the land sides by forming a prescribed fast pulse signal after frequency-modulating a signal. CONSTITUTION:When the order communication is requested, transmission equipment 11 and reception equipment are directly connected to an optical submarine cable 17. A low frequency signal 19 in which the information of voice desired to transmit, etc., is expressed as the change of amplitude is generated from a low frequency generator 21. As a carrier, a fast pulse pattern signal 33 is outputted from a pulse pattern generator 31 as a pulse signal of high frequency, and the exclusive OR of the signal and a pulse signal 23 inputted to a terminal on the other side is taken at a gate circuit 29, and the fast pulse pattern signal 33 is modulated, then, a gate output signal 35 is outputted. In such a way, it is possible to easily perform the order communication between the land side and the sea side or between the land sides mutually.
