PURPOSE:To prevent a strip body from being damaged or ruptured by enlarging the tension of the strip body in the carrier zone including a bender floater just before a plate width changing point passes through the bender floater at the time of the plate width of the strip body being changed to be narrower. CONSTITUTION:The floating quantity of a steel strip at a bender floater 4 part is enlarged just before the plate width fluctuates and the plate width changing point of the steel strip reaches the bender floater 4, so that the tensile force of the steel strip at the bender floater 4 part is heightened and kept up over its fixed value even if the plate width of the steel strip becomes narrower. Accordingly, the generation of abrasion and the like caused by the lowering of the tension of the steel strip at the time of changing the plate width is prevented.
