PURPOSE:To receive an emergency dispatch by an attendant board to be used ordinarily without using an exclusive telephone set by connecting an emergency dispatch line and the attendant board by a connection cord not through an emergency command device when the emergency command device is faulty. CONSTITUTION:When the emergency command device 2 is not operating because of a fault, since an alarm is indicated, a full-time operator is arranged at an emergency control panel 1. This operator knows the emergency dispatch line to which incoming arrives by an incoming indication lamp installed on the panel 1, and inserts the connection cord 1b into a line wire side jack in which emergency dispatch line is stored and a jack corresponding to the idle attendant board 3 among the jacks 1a for the attendant board connected to plural attendant boards 3 after selecting this. This jack 1a is connected beforehand to the emergency dispatch trunk 6 not through the device 2, and the operator of the attendant board knows the incoming of the emergency dispatch by the indication lamp provided at the attendant board 3, and operates an emergency receiving key 4 so as to connect the emergency dispatch line to an operator circuit 5, and speaks by telephone.
