PURPOSE:To enable a high-speed application of processing for forming recess and protrusion and application of coating by detecting conditions of recess and protrusion applied to a base material by means of a sensor unit and regulating a transfer portion, where a transfer belt impregnated with coating material is brought into partial, point contact with said portion to effect coating, based on data from the sensor unit. CONSTITUTION:The device is made up of a recess-protrusion processing unit 1 to apply recess-protrusion processing to a base material A which is continuously supplied and a coating unit 2 to apply coating to the surface having recess and protrusion processed by means of the unit 1. At the coating unit 2, a transfer belt 8 is impregnated with coating material by means of a coating material supply means 3, while a plurality of wires are subjected to a piston movement at a transfer portion 12 so that the belt 8 is brought into partial contact with the base material A to transfer the coating material. Further, conditions of recess and protrusion of the material A is detected by means of a sensor unit 14, while a control unit 15 controls the transfer portion 12 based on the data from the unit 14. As a result, processing for forming recess and protrusion and application of coating to the base material can be conducted continuously and at high speed.
