PURPOSE:To facilitate one-touch break-up, to improve working efficiency, and to prevent mixture of foreign matters, by inserting one opening of a synthetic resin tubular body having an extra length longer than the outer bag into the outer bag in a folded state, and by adhering the other opening of the inner bag with the outer bag. CONSTITUTION:The bottom of the outer bag 1 is sealed with tape seal 2, and margin 3 is coated with adhesives on the back. A synthetic resin tubular body 4 has an extra length 5 suitably longer than the outer bag 1 and inserted into it with the extra length 5 folded several times. The tubular body 4 and the outer bag 1 are adhered 6, 6' at the top to manufacture of a packaging bag A with the inner bag 7, whose bottom is the folded extra length 5, inserted in the outer bag 1. For discharge of content 8, the bag A is turned upside down and the tape seal 2 is stripped off to break up the outer bag 1. Then, the folded extra length 5 is spread and folded back to cover the neighborhood of the opening of the outer bag 1.
