Summary:PURPOSE:To rewrite concluded packet data independently of the PCM data transmission speed without interrupting transmission data by providing two storage means where packet data is stored and preliminarily storing packet data in one storage means at the time of changing packet data. CONSTITUTION:One storage means 2 out of two storage means 2 and 3 where packet data is stored is used for read, and the other storage means 3 is used for write, and the read operation and the write operation of two storage means 2 and 3 can be exchanged synchronously with an address counter 6. Consequently, it is sufficient for the change of packet data when it is preliminarily written in one storage means 3. Thus, concluded packet data is rewritten independently of the PCM data transmission speed without interrupting transmission data.
