PURPOSE:To reduce erroneous signal selection due to noise by selecting an input signal and first and second delay signals based on the addition value or the average value of signals which are delayed and advanced by a unit time. CONSTITUTION:The input signal is delayed by delay circuits 2, 3 and 4 to generate three signals to be switched which are different in extent of delay from one another, and signals delayed and advanced by the unit time shorter than extents of delay are generated with respect to these three signals to be switched, and addition values or average values of these generated signals are calculated by adders 6-8, and a switching signal is generated based on these addition values or average values to switch three signals to be switched. Thus, though the input signal includes noise, an influence of the noise is reduced because amplitude comparison is performed with the addition value or the average value of signals delayed and advanced by the unit time; and therefore, erroneous selection is reduced, and an outline correcting device of the luminance signal which is less affected by the noise is obtained.
