Summary:PURPOSE:To maintain the thickness of a thermal by insulating layer at a constant level by providing a plurality of floating foundations on the surface of a pool stored with snow water, erecting a beam structure on the floating foundations and spreading a thermal insulation sheet over the beam structure under such a condition that does not bring into contact with the surface of the pool. CONSTITUTION:Snow water is stored in a pool such as a dam, pond or lake and the like. A plurality of floating foundations 3 to be floated on the surface of the pool are floated at specific intervals, a standard 4 is erected on each of floating foundations 3, standards 4 are coupled each other by a joint 5 to erect, and a beam structure 2 is formed. A thermal insulation sheet 1 is spread over the beam structure 2 under such a condition that does not bring into contact with the surface of the pool.
