PURPOSE:To reduce transmission time by comparing the total required bit number in case of the application of the system using a binary data of dots of an input picture as it is and in case of the application of a split code system and using the system with fewer bits and sending the data. CONSTITUTION:A row data split means DEV divides a binary data of dots of each row of an image data ID into each data group while using it as one data group of the calculation object when the data is consecutively the same data. A coding bit number calculation means AR calculates each required bit number when the data of each data group is subject to split coding. A comparison section CP compares the quantity of the total dot number per each row with the total required bit number, and when the total required bit number of a relevant row is less than the dot total number of the row by the result of comparison of the comparison section CP, the coding system setting section SEL uses the digital data subject to split coding of the relevant row and sets the coding system to use the binary data of the dot of the relevant row when the total bit number is larger than the dot total number of the row.
