PREPARATION:A compound expressed by formula II (Y represents reactive eliminating group) (example; 1-cyclopropyl-6,7,8-trifluoro-1,4-dihydro-4-oxo- quinoline-3-carboxylic acid) or salt thereof is condensed with 6(S)-1,4- diazabicyclo[4,3,0]nonane, 6(S)-1,4-diazabicyclo[4,3,0]-nonane or (R,S)- diazabicyclo[4,3,0]-nonane expressed by formula III and the resultant product, ad necessary, is hydrolyzed.
