PURPOSE:To facilitate a construction work and improve durability of a heat panel by a method wherein a panel dividable in plural numbers stripe grooves formed on an upper surface of the panel, a flexible pipe installed in the stripe groove and a thermal medium circulating in a thermal medium passage comprised of the stripe groove and the pipe are arranged. CONSTITUTION:A pipe 3 composed of ethylene propylene type synthetic rubber having a flexibility is installed in each of stripe groves 2, 2A and 2B when panel 1 is installed. After this work, each of the strip grooves 2, 2A and 2B is caulked with mortar or caulking material 4 such as resin caulking agent, thereby the pipe 3 is buried in the panels 1. The pipe 3 is buried in the zig-zag stripe groove 2 forming the panel 1 so as to form a thermal fluid passage 5. A thermal medium 6 is circulated in the thermal fluid passage 5. For example, an aqueous solution comprised of ethylene glycol and propylene glycol etc., this medium will not freeze and even if it is heated, and hardly shows any deterioration at all. With this arrangement, it is possible to make a free selec tion of the desired thermal fluid passage 5.
