PURPOSE:To obtain stable recognized results at a high speed by extracting the graphic feature of a character pattern on the basis of the recessing and projecting information of the outline of an original picture. CONSTITUTION:A picture inputting section 1, picture memory 2, outline detecting section 3, recessing and projecting information detecting section 4, feature extracting section 5, recognition processing section 6, dictionary 7, etc., are provided. In order to find points constituting a projecting closure as the information for dividing the outline of an original picture into recessing segments and projecting segments, contact points of tangential lines including character patterns when the patterns are viewed from fixed plural reference points and the character patterns and data indicating the angle of the tangential lines are found at every reference point. Then whether or not the character pattern protrudes from each segment of the projecting closure obtained by connecting the contact points thus found is discriminated and the feature of the stored character pattern is obtained from the angle data between reference lines passing through the reference points and the tangential lines. Therefore, the positional information of an island can be obtained simultaneously by the operation for finding the points constituting the projecting closure and stable character recognized results can be obtained at a high speed.
