Summary:PURPOSE: To provide an address line extracting device capable of stably extracting an address line even when the deformation of a character, contact between address lines, entering, inclination, or the like exists. CONSTITUTION: A picture element projecting part 22 projects picture elements to an address image from which an address line is to be extracted and a rough area division part 23 divides the existence area of an address based upon the projected result. A graduation processing part 24 and a labeling part 25 obtain a block to be the circumscribed rectangle of a black picture element connecting component from the address image. A block sorting part 26 sorts the block to respective rough division areas and a character size estimating part 27 calculates the average value of size in each rough division area. A character block selecting part 28 selects a block whose size is close to the average value as a character block and selects a block whose size is larger than the average value as a contact candidate block. An inter-line contact detecting/separating part 29 executes projection processing in the contact candidate block, and when the block can be separated, separates the block and outputs the separated block as a character block. A block integrating part 30 generates an address line by integrating respective character blocks close to each other.
