Summary:PURPOSE:To decode a video signal by using the moving picture area detection circuit whose circuit scale is made small so as to detect the movement as to a picture data of a MUSE signal. CONSTITUTION:A picture element data of a preceding frame is inputted to one terminal of an arithmetic circuit 4, a picture element data of a current frame is inputted to the other terminal via a phase control circuit 3, an arithmetic circuit 4 calculates a difference between a picture element of a current frame and a picture element of a preceding frame and a difference between a picture element of the current frame and a picture element of one succeeding frame and inputs the result to a 2nd filter 6, calculates a difference between a picture element of a preceding frame and a picture element of a preceding current frame and a difference between a picture element of a preceding frame and a picture element of one preceding current frame, inputs the result to a 1st filter 5, the 1st filter 5 and the 2nd filter 6 obtain a minimum value of each input, the result is inputted to a 3rd filter 7, which obtains a maximum value of both the inputs to detect the moving quantity of the picture element thereby decoding the video signal.
