Summary:PURPOSE:To prevent siphon breaking, by arranging a sleeve mounted at a lower end of an intake side vertical part of a coolant piping in such a manner as to be movable in the direction of the axis thereof and a detector to move the sleeve according to a displacement of a free liquid surface. CONSTITUTION:A sleeve 4 is held at a rising position with a sleeve support device 8 at a rating time when liquid level of a coolant is 10, hence having a pressure detection plate 5 positioned right above a free liquid surface. At a heat exchange time when the liquid level of the coolant is 11, the sleeve 4 is held at a rising position with the sleeve support device 8, hence having the pressure detection plate 6 positioned right above the free liquid surface. Under such a condition, when the free liquid surface oscillates, the liquid surface oscillating hits the pressure detection plate 5 and a pressure detection element of a pressure detection plate 5 detects the oscillation of the liquid surface to send a detection signal thus obtained to the sleeve support device 8, an electromagnet of which is demagnetized so that it is lowered until contacting a stopper 7, the condition which is as though an intake-side vertical part of a coolant piping 3 is inserted deep into the coolant thereby preventing a siphon breaking.
