PURPOSE:To perform reliable sealing of a gas generating agent and an ingition agent by a method wherein the opening of a cup is folded in the direction of the outside and the folded part is covered with the outer peripheral part of a cap, and further, the outer peripheral edge of the outer peripheral part is folded inwardly and inserted between the outer peripheral surface and the folded part of the cup. CONSTITUTION:Five annular plateform gas generating agents 43 in the central part of which a through-hole 44 is formed is laminated. The through hole 44 is filled with an igniting agent 47, and the gas generating agent 43 is contained in a sealing container 85 formed with a cup 87 made of a metal and a cap 86. The opening part of the cup 87 is folded in the direction of the outside and a folded part 96 is covered with an outer peripheral part 97 of the cap 86. Further, an outer peripheral edge 98 of the outer peripheral part 97 of the cap 86 is folded inwardly and inserted between the outer peripheral surface and the folded part 96 of the cup 87 to perform double tight rolling. This constitution performs reliable sealing of the gas generating agent 43 and the igniting agent 47 through simple structure.
