Summary:To provide a method for manufacturing a grinding wheel capable of efficiently burying and fixing a grindstone in a groove formed in an annular wheel base, and the grinding wheel.SOLUTION: The method for manufacturing the grinding wheel comprises: a mixture generation step of mixing a liquid ultraviolet curable resin and a liquid anaerobic resin to generate a mixture 23; a mixture filling step of filling an annular groove 15 of an annular wheel base 11 having, formed at an end surface 14, the groove 15 in which a grindstone 12 is buried, with the mixture 23; a grindstone insertion step of inserting the grindstone 12 in the groove 15 filled with the mixture 23 such that one end 16 side of the grindstone 12 is buried in the groove 15 and the other end 17 side of the grindstone 12 projects from the end surface 14; and a curing step of applying an ultraviolet ray 31 toward the end surface 14 to cure the mixture 23.
