To obtain approval by a third party in a transaction even in an environment where a communication with an external system is unavailable.SOLUTION: A transaction management program, in a transaction management system including an approver terminal of an approver, a first user terminal of a first user, and a second user terminal of a second user, causes the approver terminal to implement: a transaction information acquisition unit which acquires transaction information on a face-to-face transaction between the first user and the second user from at least one of the first user terminal and the second user terminal; an approval unit which generates approval information on an approval for executing the face-to-face transaction, on the basis of an operation of the approver; and a transaction result providing unit which provides, to an external system, transaction result information on a result of the face-to-face transaction executed based on the approval information.
