The receiving means receives information pertaining to a transaction of articles from a registrar. The settlement means settles the transaction of the articles based on the information pertaining to the transaction of the articles. The notification means notifies the registrar of the availability of receiving information pertaining to the transaction of the articles at a time point when a waiting time elapses from a time point when the settlement by the settlement means is completed.
