Summary:To provide a planar heating element that can be heated uniformly across a plane by reducing warpage of the planar heating element whose insulating base material, insulating layer, and insulating protective layer are configured by polyimide.SOLUTION: The planar heating element includes a base material, a heating layer provided on the base material, an electrode provided in contact with the heating layer, and a protective layer covering at least a portion of each of the electrode and the heating layer. The base material and the protective layer are made of polyimide.
