The acquisition unit acquires a plurality of pieces of purchasing data including any of a plurality of pieces of user identification information for identifying a plurality of users, any of a plurality of pieces of product identification information for identifying a plurality of pieces of products, and performance information including at least one of a product price and a number of purchases. The state calculation unit uses the plurality of pieces of user identification information and the plurality of pieces of product identification information as row and column indexes, respectively, decomposes a purchase matrix whose element values are non-negative values calculated based on the performance information, and calculates user hidden state information indicating a relationship between the plurality of pieces of user identification information and hidden states related to purchase and product hidden state information indicating a relationship between the hidden states and the plurality of pieces of product identification information.
