Summary:To provide a system for controlling nutrient salts in treated effluent that incorporates a method/process to contribute to increased blue carbon content.SOLUTION: A system includes a wastewater treatment facility that prepares treated wastewater, a concentrated seawater supply facility that prepares concentrated seawater, a mixing mechanism that mixes the treated wastewater and the concentrated seawater to prepare the treated effluent, an operation control device that controls the operation of the wastewater treatment facility and the mixing mechanism, and a controlled water area monitoring device that observes predetermined control items in the controlled water area where the treated effluent flows.
