To provide a packet processing device or the like that synchronizes the timing of a timing slot between iTAS devices (packet processing devices) in nodes on a setting path.SOLUTION: A packet processing device includes a storage part, a counter, an output control part, a transmission part, and a reset part. The storage part stores open/close information for opening and closing an output of a packet for each packet type for each time slot number. The counter counts the time slot number. The output control part controls the output of each packet on the basis of the open/close information in accordance with the time slot number during the counting at present. The transmission part transmits a control packet for resetting the time slot number during the counting at present in each packet processing device on a setting path in a forward direction of the setting path in accordance with a predetermined timing.
