To provide a bidding support system and a method that facilitate making decisions whether or not adjustment force can be provided with high probability while ensuring profitability when bidding in a trading market of the adjustment force.SOLUTION: A bidding support system (1) for supporting decisions in bidding into a market so as to provide adjustment force to a market where adjustment force for power supply/demand is traded, is provided with: a facility-side power demand prediction unit (15) for acquiring a power demand predicted value for a facility in a business location (P); an error frequency distribution acquisition unit (17) for acquiring a frequency distribution of errors in the power demand predicted value; a preparation cost acquisition unit (19) for acquiring a surplus capacity of a power generator (5) and acquiring a preparation cost for preparing the surplus capacity; a decision factor acquisition unit (11) for acquiring contract-closing desire adjustment force which is a decision factor for bidding, a success rate of supply/demand adjustment, and a break-even point of a contact-closing unit price for the adjustment force, by using the frequency distribution of errors, the preparation cost, and the surplus capacity of the power generator; and a decision factor presenting unit (21) for presenting at least one decision factor from the decision factors.SELECTED DRAWING: Figure 1 【課題】調整力の取引市場に入札するに際し、採算性を確保しつつ、高い確率で調整力を提供できるか否かの判断を容易にする入札支援システム及び方法を提供する。【解決手段】電力需給の調整力を取引する市場に調整力を提供するための、市場への入札の判断を支援する入札支援システム（１）において、事業場（Ｐ）における設備の電力需要予測値を取得する設備側電力需要予測部（１５）と、電力需要予測値の誤差の頻度分布を取得する誤差頻度分布取得部（１７）と、発電装置（５）の余力を取得し、かつ、当該余力を準備するための準備コストを取得する準備コスト取得部（１９）と、誤差の頻度分布、準備コスト、および発電装置の余力を用いて、入札の判断要素である約定希望調整力、需給調整の成功率及び調整力の約定単価の損益分岐点を取得する判断要素取得部（１１）と、前記判断要素のうち少なくとも１つの判断要素を提示する判断要素提示部（２１）を設ける。【選択図】図１
