To unlock a vehicle door without using an emergency device and without a key operation for unlocking the vehicle door locked by a door locking device when the original key cannot be used.SOLUTION: A vehicle door unlocking system comprises: an on-vehicle device mounted on a vehicle; and an external device installed outside the vehicle. The on-vehicle device can acquire unlocking information added to the vehicle from outside to unlock a door without a key operation, and output an unlocking command to a door locking device.
