Summary:To provide a QKD device, a QKD system, a QKD initiation control method, and a program that further improve security of the QKD system.SOLUTION: In a QKD system comprising a management system, as well as a QKD device and a KM device in each of a plurality of bases, the QKD device includes an authentication processing unit and an initiation unit. The authentication processing unit performs inter-QKD device connection authentication that indicates a process of authentication with a counter QKD (Quantum Key Distribution) device and KM-QKD connection authentication that indicates a process of authentication with a counter KM (Key Manager).
