A management device includes: a terminal management unit that manages possessed resources and operating status of each terminal device; a data management unit that manages target data to be processed by at least one terminal device among the plurality of terminal devices; a terminal selection unit that selects, when the resources possessed by a first terminal device that is designated from among the plurality of terminal devices and is to process target data are less than a threshold value, a relay terminal from among the plurality of terminal devices; and a data transmission unit that transmits the target data to the relay terminal selected by the terminal selection unit.
