To provide a data processing system and a data processing method that can efficiently process data even when a data processing system including a plurality of terminal devices includes a terminal device with an insufficient resource.SOLUTION: A data processing system includes a plurality of terminal devices and a management device. A management device includes: a terminal management unit that manages possessed resources and operating status of each terminal device; a data management unit that manages target data to be processed by at least one terminal device among the plurality of terminal devices; a terminal selection unit that selects, when the resources possessed by a first terminal device that is designated from among the plurality of terminal devices and is to process target data are less than a threshold value, a relay terminal from among the plurality of terminal devices; and a data transmission unit that transmits the target data to the relay terminal selected by the terminal selection unit.
