To provide a data creation device and a component mounting system that can appropriately set groups of suction components to be simultaneously suctioned by taking into account the positional relationship with surrounding components when mounting the suction components on a substrate that are simultaneously suctioned by multiple suction nozzles.SOLUTION: A control unit (32) of a data creation device (3) creates a plurality of simultaneous suction groups (GN) indicating groups of suction components that are simultaneously suctioned by a plurality of suction nozzles (25 N). The control unit (32) determines whether the positional relationship between each suction component belonging to the simultaneous suction group (GN) and the surrounding component on the substrate is a predetermined closely adjacent positional relationship.
