To provide a management device capable of efficiently carrying transport objects, a program, and a management method.SOLUTION: In a management system, a management device comprises: a map information storage unit, a position information acquisition unit, and a vehicle allocation management unit. The map information storage unit stores road map information containing road information. The position information acquisition unit acquires loading place position information indicative of latitude and longitude of a loading place where transport objects related to construction are loaded on transport vehicles and an unloading place position information indicative of latitude and longitude of an unloading place where the transport objects are unloaded from the transport vehicles.
