Summary:To provide a calorific value estimation device capable of improving estimation accuracy of a calorific value of wastes incinerated in an incinerator, and an incineration plant with the same.SOLUTION: A calorific value estimation device 50 comprises: a light source 52 which irradiates wastes before being incinerated in an incinerator with irradiation light having a wavelength including at least near infrared rays; an optical detector 53 which detects reflected light from wastes in a detection object area when the wastes are irradiated with the irradiation light from the light source 52 to derive a spectral reflection factor of the wastes; and a computing element 56 which uses the spectral reflection factor derived by the optical detector 53 to estimate a calorific value of the wastes through computation. The optical detector 53 is configured to derive spectral reflection factors of the wastes in a plurality of small areas obtained by dividing the detection object area, and the computing element 56 specifies constituent substances in the small areas based upon the spectral reflection factors of the wastes in the respective small areas, and then estimates the calorific value of the wastes in the detection object area based on the specified constituent substances of the wastes in the respective small areas.SELECTED DRAWING: Figure 2 【課題】 焼却炉で焼却される廃棄物の発熱量の推定精度の向上を図ることができる発熱量推定装置およびこれを備えた焼却プラントを提供する。【解決手段】 発熱量推定装置50は、焼却炉で燃焼される前の廃棄物に少なくとも近赤外線を含む波長の照射光を照射する光源52と、光源52から廃棄物に照射光を照射したときの検出対象エリアの廃棄物からの反射光を検出し、廃棄物の分光反射率を導出する光検出器53と、光検出器53で導出した分光反射率を用いて廃棄物の発熱量を演算により推定する演算器56と、を備え、光検出器53は、検出対象エリアが複数に分割された各小エリアの廃棄物の分光反射率を導出するよう構成され、演算器56は、各小エリアの廃棄物の分光反射率に基づいて小エリアの廃棄物の構成物質を特定し、この特定した各小エリアの廃棄物の構成物質に基づいて、検出対象エリアの廃棄物の発熱量を推定する。【選択図】 図2
