To provide a cargo handling and conveyance device that can facilitate a work of conveying materials necessary for constructing a tunnel frame and improve work efficiency.SOLUTION: The present invention comprises a traveling body that can move in the tunnel axis direction within a tunnel frame, a pair of hydraulic jacks that are installed so as to be freely retractable from the traveling body via attachment members, protrude in opposite directions perpendicular to the tunnel axis, and fix the traveling body to the tunnel frame, and a main body of a cargo handling device that is installed on the traveling body and performs material handling work either in front of or behind the traveling body.
